William F. Malloy, Jr., President

Education: U.S Naval Academy, Harvard University Masters Degree in Public Administration. Retired Navy Captain.

  

Graduate of the Harvard Kennedy School of Government and The U.S Naval Academy, William F. Malloy, Jr. (Bill) brings extensive experience in government affairs to The Malloy Group, with more than 30 years in the government and private sectors. Bill has served a wide range of clients specializing in diverse and regulated industries ranging from health care and insurance to banking, among others.

  

Over the years, he has expanded the firm into a full-service government affairs and business development firm; providing consulting and strategic planning, in addition to developing an extensive network in both the legislative and executive branches of government.

Prior to joining the firm, Bill graduated from the U.S. Naval Academy and spent eight years on active duty, and retired at the rank of Captain in the U.S. Navy Reserve in 2010.

Selected by Congressman Gerry Studds in 1993, he served for three years on his Academy Selection Committee, interviewing and recommending potential candidates to the Congressman and the military academies for admission. Bill is the past President and one of the Trustees of the U. S. Naval Academy Alumni Association of Boston. Bill served on the Board of Advisors to Shackleton Schools for 10 years and the Board of Directors for the New England-Canada Business Council for 7 years. In addition, Bill served on the board of Seafarers Friend, a small non-profit dedicated to helping merchant mariners who are far away from home while visiting the Port of Boston.

From 2001 to 2008 Bill served as an Adjunct Professor at the US Merchant Marine Academy teaching Leadership and Ethics to Navy Reserve Officers and Commissioned Officers of the National Oceanic and Atmospheric Administration. In addition, he has taught courses in Mine Warfare and Anti-Terrorism Force Protection and “wrote the book” on Leadership and Ethics for Reserve Officers.

 

Bill continues to serve as a Field Admissions Representative (Blue and Gold Officer) for the U.S Naval Academy in Annapolis Maryland, recruiting and interviewing potential candidates. Bill continues to provide a legislative voice for numerous veterans organizations.

Rick brings nearly a decade of experience working on the hill. With time spent employed in both the Senate and the House of Representatives, Rick brings a fresh wealth of knowledge to The Malloy Group, Inc.

Prior to earning a Masters Degree in Public Policy from The University of Massachusetts - Dartmouth while working full time in the State House, Rick graduated with a Bachelors of Science from The University of Rhode Island.

ed extensively with offshore wind industry leaders and stakeholders during his time in the House of Representatives. Routinely working alongside legislators and advocates to open up Massachusetts as a leader in offshore wind and renewable energy here in North America.

Apart from working on offshore wind, Rick’s legislative accomplishments include net metering language within economic recovery bill

extensive work on women’s healthcare rights including the establishment of the Plymouth County Commission on the Status of Women and Children, and Fire Fighter Safety Regulations signed into law by Governor Charles D. Baker. Previous policy work also includes equine policy, sports gambling, remote notarization, and policy work related to those on the spectrum.

 

Since managing ( and winning ) his first State Representative campaign on the South Shore of MA and his first role in the State House as Legislative Aide, Rick has worked on multiple Massachusetts State Budgets, commissions, and committees. He has successfully worked alongside legislators to pass policy through the legislative process beginning in the clerks office and ending on the Governor’s desk.

Experience matters here at the Malloy Group, Inc. - With a number of budgets, sup-budgets, and legislative work under his belt, Rick is a welcomed addition to The Malloy Group, Inc.

 

Rick’s Beacon Hill experience includes his role as a successful Campaign Manager, Legislative Aide to a State Rep, Communications/Policy Director to a State Senator, and Legislative Director to the House Speaker Pro Tempore.

 

A South Shore native to Massachusetts, Rick grew up working on horse farms, cranberry bogs, and advocating for the funding and support of programs for those on the spectrum. Rick has also volunteered for the Special Olympics Therapeutic Horseback Riding Program for the last ten years.
